Bray it with a drift
or
cut the splines off/out of the star fangled washer.
You will need a new one to put it back together.

Does it need a hydralic press to get it out I got one of the star thingys of then tried to push it out from the other side, but it wouldn,t budge Also which bit do you measure to see if its 16mm or 20mm front spindle

er, don't think so, but it would help...
16 / 20mm... someone correct me if I'm wrong, but I was under the impression that the triangular pattern on the link (as in picture) meant it was 20mm

No small frame ever used a 16mm spindle on those type of forks.As Jim said the lattice pattern denotes a 20mm,the solid links housed a 16mm spindle on P ranges.

Oh yeah,I'd sugguest taking it to an engineering place to have it hydralically pressed out.And a return visit to refit it when you've done the refurbishment.
