Building a pk125xl with DR130 kit & 20.20 shbc.
Not wanting to spend mega bucks on what's only going to be a run around.
What would be the better - Polini snail or SIP road banana?

DR kit is basically a stock cylinder. Either would be fine. Don’t expect huge gains.

I’d go for the sip banana , me and my son had same set up on both scoots and the SIP was better. But as JB says it’s a mild upgrade.

The limiting factor is the cylinder. All the pipes you have mentioned so far are good pipes. They will all work a bit "better" than stock. Differences will be minimal between them as there is very little to work with. One might be slightly better lower down while the other is slightly better higher up but not to much noticeable effect.

I've no issue with a bit of fettling, ive had lambretta's for 30 years so im used to crap parts but cutting the frame would be too drastic.

Yes, sometimes you have to do a lot of fettling. I'm converting my 265SST powered, '64 Li125 to a hydraulic clutch and a sequential foot shifter. Lots of from-scratch work involved.
