If you know anyone who has a scooter that the electric start works on try changing the relay over for one that you know works, it's a two minute job.
But what I've found that it's more likely to be the micro switch in at the clutch lever thats faulty, try twisting and moving the clutch side handle bar about slightly when you are holding the clutch lever in and pressing the start button. If there is a loose connection you might be able to catch it and it will try to engage the starter... you'll hear it clunk.

it also stops you putting it in gear and pressing the electric start and it running away at about 5mph. one of the most comical things ive ever seen was my mate standing at the side of his pk and him press the button when i was in gear. just watching him scate down the road hang on with his feet draging on the floor. and now piaggio spoil it with that stupid micro switch.

Piaggio spoiled it by putting electric starts on to start with, they're Gay! ;D
