Just started stripping down my 1977 Ciao which seems in remarkably good nick.
First 2 things to be sorted
Rusty Petrol Tank (integral with frame)
Can't really go down the nuts and bolts / stones route as frame is too big for shaking or rotating etc. Somebody I know at Scooter Speed shop in Portsmouth suggested fill tank circa 3 litres with brick acid and leave a week, flush with hose and then fill with coke (phosphoric acid?) I'm worried brick acid which I think is Hydrochloric will eat into metal as well after a week?
2nd issue spoked chrome wheels, I'm not sure how bad they are because I haven't attempted to clean yet, does anyone know if there is anywhere that could refurbish or replace? Handlebars I can get re-chromed locally.

Update: didn't notice that it was integral to the frame until after posting, sorry. How are you thinking of proceeding after you do the acid? Orig response: Does anyone around you do nickel plating? We just had 2 very rusty tanks done and new taps and gaskets put on for $150 each. A lot on one hand, but they came back seeming better than new and not likely to rust again or have those re-coat products eventually glorp out. Mild phosphoric acid works well. Some concrete cleaners have it. Molasses does too. Strong acids will indeed toast your tank if you leave it a week.

I’ve used white vinegar along with the nuts and bolts. Took about a day or so then flushed with distilled water, very impressed with the result. I removed the petrol tap before hand and sealed the hole, maybe worth trying the vinegar on its own?

Funny you mention vinegar, I took the tool kit out and it was rusted in one rusty lump .
broke it up and soaked in white vinegar for 3 hours and worked really well, could almost watch the rust disolve.
Might try that first and move on to phosphoric acid if that doesnt work.
I'll be a chemist by the end of the week.

if you read the labels on limescale remover some of them are phosphoric acid ,some sulphuric . phosphorics better as it leaves a surface that doesnt instantly flash rust when done . full strength coke cola has phosphoric in it aswell .H

A note for the budding chemist, Vinegar (Acetic acid) can be bought from a chemist or a bee keeping outlet (in the uk you sign the poisons register to pick it up. It comes in 95% if my memory is still ok, dont breath it in as it will make you cough 😭 and hurts your eyes etc. Keep it off your skin if you can, and keep it away from fire and sparks etc. The fumes are a very good yet animal safe insecticide
Pickling vinegar is 7%. Thats the way to go if you prefer vinegar. Chinese super markets is where you can get a 4.5L bottle at the best price.
Phossie acid for me as its faster

Tank cleaning - could try the molasses and hot water method, ratio 1 part molasses:9 hot water, leave for about 2 weeks. I'm about to try it on a tank. Got mine from farm shop that sells horse feed etc, £10 for 5lt. Have u tried reverse electrolysis method. Just need soda crystals, battery charger and a scrap bit of metal. Google it. Done this method several times with good effect. Wheel refurb - if u after replacement rims/spokes, have a look on www.mopedland.co.uk they do sell spares for vintage mopeds (puch,batavus, garelli etc) have seen some vespa ciao bits on there and a selection of chrome rims/spokes. I would imagine any decent cycle shop would be able to re-spoke and true them up???

Never thought of soda crystals ( is that sodium carbonate ) as an electrolite but that sounds like good idea as long as the area has a bit of ventilation

If its really bad use a brick acid, but keep and eye on it. Ive found sorbic acid the best when the rust isnt too deep. Leaves a nice finish.
Rinse well, dry with a hairdryer and line with 2 stroke as soon as dry
