Anyones Help Would be so much Appreciated.
I have a vespa pk100s and am having this continuous problem, that when i ride it, and come to stop and go in to neutral, the revs do not come down to idle, instead if anything, they increase and rev super high like its going to blow up when completely starionary. To stop it, i turn the engine off, and then when i kick start it again, its fine, but then i ride off, get in maybe gear 3 or 4 and then it happens again. Im sure the revs come down if i was to put it in gear 1 and pull away again, but to be honest it revs so high, i just turn the engine off as its the best option.
I had a problem with rust in the tank clogging up my fuel line. So i have a new tank, new fuel tap, new fuel line and filter, cleaned the carb, new seals, and new float and needle, this got the scoot running again, but now i have this problem of high revving not coming down.
I also have a slight flat spot or bogging when pulling away, or letting the clutch out. I don't know too much technical things about scooters so any help would be much appreciated.

Another thing to try, you mention cleaning the carb, did you change the mixture screw setting. To test screw it all the way in, noting how many turns it take to close, then screw out and go an extra quarter to half turn out and test, if no difference do small turns until you get to about 3 1/2 turns out, if no improvement then it’s not likely to be the issue
