This is the reply I had from Bill at the veteran vespa club:
For a dating certificate you will require:
photo of the chassis number photo of the engine number 4 photos of the complete machine (1 x front, 1 x rear, 1 each side) photos must be hard copies. I cannot accept internet pictures. Cheque for £10 payable to 'Veteran Vespa Club, A stamped addressed envelope

Did mine with the Vespa Club of Britain, they didn't need rubbings either. Ever so simple and done by return of post, you may also need a form V55 stamping too which can be printed off the DVLA site.

I love that "internet pictures" can't be accepted - like it's impossible to doctor print photos

Don't think you need engine number, I didn't on my L*****ta, which is good as there is no engine number on my engine casing

Who are people using for dating certificates? I can't be dealing with sending photos to people, just want to email pictures of frame numbers.

I got one of those weird tilting 3 wheeler BSAs,the Ariel3. Usual Ariel3 problem, frame number not stamped on frame, was a stupid sticker instead which has disintegrated after 51 years! Can very vaguely make out some but not all of frame number from fading to paintwork where sticker was. Have contacted the BSA owners club. Apparently all the Ariel3 records were destroyed. Now trying to track down local council registration archives instead.
