I've used stuff called marine clean, i think it's a phosphoric acid based thing so it gets the rust too. Stick in a load of old bolts or driveway stones and shake it till your arms give up. I've used the tank sealants from Frosts on 3 tanks now and i'm very pleased with the way they turn out (i bought one big tin of sealer for all of them though) . They also do a kit which ain't the cheapest but it comes with all the chemicals and stuff to spruce up the shittiest tank... www.frost.co.uk/item_Detail.asp?productID=8222&frostProductName=Motorcycle%20Fuel%20Tank%20Repair%20Kit

Chuck some nuts and bolts in for good measure. oh and dont forget to put it in the tumble dryer. ;D Fantastic, I used a tumble dryer before for the pourpose: perfect job. Take the tap and the lid off and as Will says fill the tank up with clean nuts, bolts and stones. Wrap the tank tightly with lots old sheets, rugs or towels so it won't get ruined or damage the tumble. Let it do a couple of full drying cycles (low temperature to save on the bill ;D) and you'll have a shiny clean tank as a result.
