HI purchased a Primmy ET3 with a Polini 135 and 25mm delorto carb fitted. Starts up fine and ticks over normal when cold'ish but when I take it out on a run and engine is hot it over revs like mad when I close throttle. Was wondering if the carb was the right size? the cases have been matched to the kit. Also it has a bell mouth air intake is that normal or should it have a proper air filter? thanks

Sounds like an air leak. Pressure test the engine.
If you live in a dry dusty climate, you need an air filter.

there is a bit of fuel dripping from carb but as there's no air filter don't know if that is normal

Air flows both ways through the carb. Yes, the majority is into the engine but some does go the other way. So fuel/oil around the carb is normal. An actual leak (dripping fuel with the tap on) is not.

running hot and revving up when you close the throttle sounds like its a tad weak or as jbcollier says a posable air leak

Thanks for the reply's just fitting a new loom and 12v conversion kit no other leaks around the engine which would suggest an air leak. Will have a closer look at the carb manifold area and have a fiddle with the carb settings once the electrics are sorted.
In regards to the 12v conversion, I got an early PK 12v stator and flywheel kit as the engine is the same. All went in perfect and the new loom wiring seems to be working out although colours on new loom are different. A assume this early 12v PK flywheel and stator is ok for an ET3 engine? has anyone else fitted this type?

Your standard 12v loom should have 3 wires:
Blue= live Black= earth Green= kill switch to CDI
Your stator should have a white, red and green to CDI and blue and black to main loom.

Pressure test the engine. Air leaks are often not obvious.
