Having solved the revving problem I set about connecting the clutch. When I had the engine on the bench I was able to move the actuator lever a few times and then it would lock. Once I removed the cover and refitted it, it would do the same. I sent a video to a Vespa mate and he said it looked fine. It appears he was wrong. I put the scooter in gear then pull in the clutch but I can't get the clutch to disengage so wheel moves. I adjusted it up so much it snapped the cable. I've fitted a new cable which moves freely but there's obv something wrong with eh clutch or the cover plate/lever arm part. I stripped the clutch down when rebuilding the engine and the plates were new and well oiled. Here are some photos: The lugs were all lined up before I fitted it don't worry. Any suggestions as to what is wrong or what I should check please? Thanks for your time

Rig up a large screwdriver and a socket so you can work the clutch. Try it and see if it is releasing.

So get a socket the same size as the small pressure plate in the middle, and then wedge a screwdriver between the bottom of the casing and the socket then push inwards and see if the plates free up. If they don't what's the solution?

Well here's one problem: Brass plunger snapped ffs! I fitted a new one and refitted the clutch cover and brake backplate. Now at least it moves like it should. I connected the clutch cable taking care to move the bottom lever until it stops then fastening the cable grip. I put it into gear and pulled the clutch in but it won't disengage and let the wheel spin even when fully adjusted out. I can feel it moving like the clutch is supposed to though. I think the plates are stuck together. When I stripped it down before, the plates looked oily but I guess I should have soaked them in oil for 24 hours anyway as the combination of not being oily enough and not being used for 5 months has resulted in them sticking. Do you think this is the problem? My plan is to strip out the plates and soak them in oil. Do you think this is the solution or is there something else I should do? Thanks

You're in there so you might as well take it apart and re-coat the plates in oil. Usually I free clutches by kicking over the engine with the clutch lever depressed.

I bought the BGM tool for £18 which allowed me to compress the clutch while still in place- Fair play it worked a treat and I just know the woodruff was going to drop into the engine if I popped the basket!
Plates out and a lot of the little corks were dry so hopefully after a 24 hour soak in oil they should be good to go.
